As the project golf cart progresses, the mystery of ‘does the battery recharge’ was solved. The answer is a resounding ‘no, it doesn’t recharge’. Wait, that’s the bad news...then what’s the good news?
The goods news is that I now have a chance to help my gpa take out the generator to see if the brushes are damaged. Experience can only be received by doing it, right? So after finishing up some other projects, it'll be next on the list. Hooray for learning!

my gpa put it in, it’s not new but it does pump out a steady 12 volts. When I pressed the gas it went down to 11, which is apparently too little to turn the engine.

12.0 volts is probably only a 35% charged battery. If the battery is old it may just not have enough oomph. Did you put it on an intelligent charger for a significant period of time yet? 11 also should be enough to try to turn the starter motor.

it’s not the same battery that was on its when i got it, not sure where it came from though. One day he’s like “oh I got you a different battery”, “ok, sure gpa”. Without him charging, it has about 6 hours of life in it. Curiously, I’m adamant that I have driven it for less than an hour on the battery since the last time I connected a float charger to it.
The truth is that when the gas was pressed, it refused to go. The engine turned, but wasn't fast enough to grab the belt to spin the rear wheels. After a 15 minute charge, it started up again. I agree though, it's odd 11 didn't do it.
